To get a 3.3V output voltage, choose 1K and 2K resistors.
V output = V In *(C/D / (R1 + R2))
V output = 5V * (1K / (2K + 1K))
V output = 5V * (1/3)
V output = 3.3V
Therefore, it is still recommended to use a voltage divider to make your 5V signal compatible with the GPIO.input() function.
